General Manager NCR conducts meeting o­n Organisational Restructuring of Indian Railways

A meeting chaired by GM NCR Sri Rajiv Chaudhry held in HQ office o­n Historic decision taken by Union Cabinet chaired by Hon,ble Prime Minister o­n unification of existing eight Group A service of Indian Railway into a central service called Indian Railway Management Service. Addressing the meeting attended by all Principal Head of Departments and Additional General Manager, GM Sri Chaudhry informed that Union Cabinet chaired by Prime Minister Narendra Modi has approved a transformational organisational restructuring of the Indian Railways. Besides officers from HQ , DRM and Branch officers from all three divisions Agra, Allahabad and Jhansi also joined this important meeting through video conference. This historic reform will go a long way in achieving Government’s vision of making Indian Railways the growth engine of India's vikas yatra.

Sri Chaudry informed that these reforms include:

i.Unification of the existing eight Group A services of the Railways into a Central Service called Indian Railway Management Service (/RMS)

ii.Re-organisation of Railway Board o­n functional lines headed by CRB with four Members and some Independent Members

iii.The existing service of Indian Railway Medical Service (IRMS) to be consequently renamed as Indian Railway Health Service (IRHS)

Unification of different Railway Serviceshas been recommended by various committees from time to time for reforming Railways including - the Prakash Tandon Committee (1994), Rakesh Mohan Committee (2001), Sam Pitroda Committee (2012) and Bibek Debroy Committee (2015).

Sri Chaudhry informed that some of the key benefits expected from this historic decision are:

1.Increased delegation to empower GMs and field officers, allowing competitive operators to run trains etc. GM shall be given apex level at par with Secretary to Govt of India. This will help in speedy, quality and timely delivery of services benefiting our esteemed customers and other stake holders.

2.This will also help in meeting next level challenges and deal with various existing difficulties as will as it will promote smooth working of Railways, expedite decision making, create a coherent vision for organisation and promote rational decision making.

3.Reorganisation of railway board o­n functional line instead of current department verticals will help in smooth decision o­n cross departmental items thus enhanced productivity and all decisions shall be coherent to Organisational goal .

4.Railway board will be mainly involved with policy making hence more flexibility at zonal and divisional level for enabling faster decisions withing overall framework of policy .

GM Sri Chaudhry further informed that it is now proposed to create a unified Group A' service called "Indian Railways Management Service" (IRMS) from the next recruitment cycle. Creation of the new service will be done in consultation with DoPT and UPSC to facilitate recruitment in the next recruitment year. It will enable Railways to recruit engineers/non-engineers as per need, and offer equality of opportunity to both categories in career progression.

GM Sri Chaudhry assured all in service officers that their seniority and career progression etc. will be protected and modalities and unification of the services will be worked out by the Ministry of Railways in consultation with DoPT with the approval of Alternate Mechanism to be appointed by Cabinet in order to ensure fairness and transparency. The process shall be completed within a year.

The newly recruited officers will come from Engineering and non-Engineering disciplines as per need and posted as per their aptitude and specialisation to allow them to specialise in o­ne field, develop an overall perspective, and prepare them to take up general management responsibilities at senior levels. Selection for the general management positions shall be through a merit-based system.

Sri Chaudhry further added that Railway board will no longer be organised o­n departmental lines, and replaced with a leaner structure organised o­n functional lines. It will have a Chairman, who will act as 'Chief Executive Officer (CEO)' along with 4 Members responsible for Infrastructure, Operations & Business Development, Rolling Stock and Finance respectively. The Chairman shall be the cadre controlling officer responsible for Human resources (HR) with assistance from a DG (HR). The Board will also have some independent Members (the number to be decided by competent authority from time to time), who will be highly distinguished professionals with deep knowledge and 30 years of experience including at the top levels in industry, finance, economics and management fields. The Independent Members will help Railway Board in setting a strategic direction. The restructured Board will start functioning after approval of the Board taking due care to ensure that officers are posted in the restructured Board or adjusted in the same pay and rank till their retirement.

SOUTHERN RAILWAY PAVILION AT THE 46th ALL INDIA TOURIST AND INDUSTRIAL TRADE FAIR 2019-2020

                                                  


The 46th Tourist and Industrial Trade fair at Island Grounds, Chennai, organised by Tamil Nadu Tourism Development Corporation was inaugurated by the Hon’ble Chief Minister of Tamil Nadu o­n 22nd December 2019.  The 70 day exhibition features stalls of various State and Central Govt departments, PSUs and private sector organizations. With Fun games, toy train rides, eateries and cultural programmes in the open-air stage “Anna Kalai Arangam” every evening, the Fair attracts lakhs of visitors every year. This year’s theme of the Trade fair is “Tourism and Jobs – A better future for all”. 

SOUTHERN RAILWAY PAVILION


Southern Railway has been participating in the All India Tourist and Industrial Trade Fair being held at Island Grounds, Chennai, for the past several years as this provides an opportunity to showcase the universal appeal of Railways through conventional publicity and to promote public awareness.

Attractions such as working and static train models in the Railway Pavilion attract visitors, especially children. This year too, Static miniature models of various Heritage/modern train coach types including wagon models, and battery operated miniature Working models of Steam and Electric Locomotives attract visitors. The centre piece of the pavilion is a model of the existing Pamban Bridge. This working model primarily shows the working of the schezher span of the Pamban Bridge – which allows the train to pass the viaduct and later lifts the spans to allow ships to pass.

To commemorate the culmination of 150th Birth Anniversary of Mahatma Gandhiji, a replica of the father of the Nation Spinning the Wheel (Charka) is displayed at the entrance, followed by a working miniature model of WAP4 made by the Basic Training Centre of Carriage and Wagon Workshops, Perambur. The miniature working models of Nilgiri Mountain Railway’s X Class Locomotive, Train passing by Pamban Bridge, and a miniature working model of WAP 7 locomotive made by Golden Rock Workshop, attracts children and elders alike.

Static Models of Fairy Queen Steam Locomotive and Electric Engine by Locomotive Workshops, Various Safety related Signal & Telecommunication Equipments by Signal and Telecommunication workshop, Podanur, are also o­n display apart from a Bio Toilet Model and Plastic Bottle Crushing Machine o­n display by the Basin Bridge Coaching Depot.

Apart from various informative wall displays showing the various improvements in Railways, the stall also features a Selfie Point with a scenic Nilgiri Mountain Railway as the backdrop, a welcome addition this year.

Outside, a replica of the Eiffel Tower, Nilgiri Mountain Railway Steam Loco and a bull, all made from scrap are  placed to welcome the visitors to the pavilion.

Shri John Thomas, General Manager, Southern Railway, accompanied by Shri Chetram, Principal Chief Mechanical Engineer, Southern Railway, visited the Railway Stall and appreciated the efforts of various Departments and Workshops involved in the Railway Pavilion.

Earlier, o­n the inaugural day, Shri Vellamandi N.Natarajan, Hon’ble Minister for Tourism, Govt of Tamil Nadu, along with Shri Ashok Dongre, Addl Chief Secretary, Tourism, Govt of Tamil Nadu and Smt V.Amudhavalli, Managing Director, Tamil Nadu Tourism Development Corporation, visited the Railway Stall and appreciated the exhibits.

The 70 day Tourist and Industrial Trade fair at Island Grounds, Chennai, upto 29th February2020 is open from 11.00 hrs to 21.00 hrs o­n Sundays and Holidays and from 15.00 hrs to 21.00 hrs o­n all other days.
