Railways has approved Train Collision Avoidance System, an indigenously developed system, which will help in avoiding train collisions thereby ensuring passenger safety Giving a boost to ‘Aatmanirbhar Bharat’ mission, the Union Cabinet, chaired by the Prime Minister Shri Narendra Modi has approved the proposal for allotment allotment of 5 MHz Spectrum in 700 MHz frequency band to Indian Railways for public safety and security services at stations and in trains.          

With this spectrum, Indian Railways has envisaged to provide LTE (Long Term Evolution) based Mobile Train Radio Communication o­n its route. The estimated investment in the project is more than Rs. 25,000 Crore. The project will be completed in the next 5 years.

In addition to this, Indian Railways has approved TCAS (Train Collision Avoidance System), an indigenously developed ATP (Automatic Train Protection) System, which will help in avoiding train collisions thereby reducing accidents and ensuring passenger safety.

It brings a strategic shift in Railways’ operations and maintenance regime.  It will help in improving the safety and increasing the line capacity to accommodate more trains using the existing infrastructure. The modern rail network will result in reduced transportation cost and higher efficiency. Also, it will attract multinational industries to set up manufacturing units to fulfill the ‘Make in India’ mission and generate employment.

The purpose of the LTE for Indian Railways is to provide secure and reliable voice, video and data communication services for operational, safety and security applications. It will be used for modern signalling and train protection systems and ensure seamless communication between loco pilots and guards. It will also enable Internet of Things (IoT) based remote asset monitoring especially of coaches, wagons & locos, and live video feed of CCTV cameras in the train coaches to ensure efficient, safer and faster train operations.

Projects for provision of TCAS (Train Collision Avoidance System) and LTE (Long Term Evolution) in North Central Railway are envisaged in both HDN (Highly Density Networks) routes: Palwal-Bina & Pt. Deen Dayal Upadhyay jn.-Ghaziabad and in HUN (Highly UtilizedNetworks) routes: Kanpur-Jhansi, Naini-Manikpur & Chunar-Chopan. PCSTE/NCR Shri Arun Kumarinformedthat with the allotment of spectrum this work will gain momentum.

Safety in train operations cannot be compromised at any cost - General Manager NCR

GM/NCR holds safety meeting with the three divisions and top officials of NCR HQ.

Today o­n 02nd June, 2021, General Manager NCR and NER Shri Vinay Kumar Tripathi reviewed status of safetyissues on North Central Railway. This meeting organized through video conference was attended by AGM NCR Shri Ranjan Yadav, PHODs of NCR and DRMs of Praygraj, Jhansi and Agra divisions and other officials from HQ office and Divisions.

While discussing about the safety issues General Manager said that even if asset failure is put right, exhaustive enquiry should be made to determine the cause of failure and if revealed, any official concerned in slackness should be taken up. General Manager was speaking in context of a damaged caused to OHE hampering mobility of trains until the failure are put right.

Analysingthecases ofcattle run over affecting train movement, General Manager instructed that wherever boundary walls are made along the track, any perforation or damage should immediately be restored as it may cause stucking up of cattle which may accidentally enter through that opening and can cause disruption to the traffic.

General Manager further instructed all the DRMs that irrespective of any apparent damage found o­n the track, there should not be any short cut while adopting procedures if any abnormality is reported by train driver. General Manager laid stress that Joint Procedure Order which is in existence in this regard should be followed in toto and every officer should be clear of his roles.

General Manager clearly said that any procedural lapse will not be tolerated even when no disruption to train operation takes place. Procedural lapse overlooked o­nce is an open invitation to an accident in future. There needs to be zero tolerance over it.

General Manager asked the concerned officers to speed up the pace of enquiries in failure cases. Officers informed that due to charged official or enquiry officers being down with COVID, the pace of enquiries in some case hasslowed down. DRMs assured the General Manager that all pending enquiries will now be completed soon.

Principal Chief Safety Officer Shri M.K.Gupta apprised in the meeting that safety inspections by officers have now resumed with officers following all COVID related protocols. PCSO also told that various guidelines related to safe train operations and procedure to be followed in case of any abnormality reported will be reiterated and officials resorting to any short cuts will be booked.

In a separate video conference , o­n the issue of construction of boundary walls along the railway track, Principal Chief Engineer NCR Shri S.K.Mishra gave a power point presentation and showed the progress of work along the two major stretches i.e.Palwal-Bina and DeenDayal Upadhyay-Gaziabad.

General Manager emphasized that construction of boundary wall is a prerequisite for running trains at 160 kmph and hence all the challenges involved in it should be addressed at the earliest.

General Manager also reviewed the preparedness of NCR in the wake of upcoming Monsoon. During which the special emphasis was given o­n addressing the issue of waterlogging in RUBs.

PCE NCR through a power point presentation showed the progress of works undertaken o­n war footing to address the issue. PCE told that Railways is now adopting the latest technology ofhydro reactive PU grouting for sealing of joints which are the potential sites for letting water enter the RUBs. Apart from this works of construction of sumps and drains is also taking place. o­n the basis of past experience, and lessons learnt, works have been executed and it is expected that the problem will be addressed to a large extent.
