PR No. 419 - E-Auction Facility for Commercial Earning Contracts Gains Traction over SCR

- A step towards Simplification of tendering process, in addition to quicker allotment.

- Till now, contracts worth over Rs. 77 crores have already been awarded.

The recently introduced E-auction facility for Commercial contracts in SCR has received huge response from the participants. In a short span, 54 contracts worth of Rs: 77.51 Crores have been awarded so far. Further, more than 220 people have registered themselves o­n the Indian Railways E-Procurement System (IREPS) portal for participating in this novel initiative.

To simplify the tendering process and to create a level playing field to all the stake holders in the tenders of commercial earning contracts, Indian Railways has introduced electronic auction of commercial earning contracts through Indian Railway e-Procurement System (IREPS). The initiative which was initially introduced in Secunderabad Division has seen enthusiastic adoption by the participants resulting in it being rolled across all the six divisions of SCR.

All commercial earning contracts like Commercial publicity, Vehicle Parking, Parcel, ATM, Pay & Use Toilets, AC Waiting Halls and Cloak Rooms over all Divisions of South Central Railway have been brought under E- Auction Module. Under the scheme all eligible bidders can participate in the E- Auction at the comfort of their house/Offices without having to visit the railway offices at any point of time during or after the auction.

Salient features of e-auction facility

· The Auction will be conducted o­nline through ‘E-Auction Leasing’ module of IREPS: The earlier system of physical registration of contractors Division-wise has been dispensed with.

· o­ne time o­nline self-registration of contractors with a fee of Rs 10,000/-.

· Bidder located anywhere in India can participate by registering in E- Auction module of IREPS.

· Payment schedule for the contract will be generated immediately. All payments by the contractor will be made o­nline. Entire process will be o­nline & paperless.

· Except financial criteria of past turnovers (based o­n self-declaration by contractors), there is no other eligibility criterion. Importantly, no financial turnover is required for annual contracts up to Rs.40 lakhs.

· Participants o­nly need to have a current account in SBI, linked with E- Auction module of IREPS to participate in o­nline bidding.

The concept of e-auction introduced in place of e-tendering is beneficial for both Railways as well as Bidders since it saves lot of time in finalizing the contracts with minimum eligibility conditions. It also helps in removing entry barriers. The party can bid for any revenue contract across Indian Railways in any division/unit. Moreover, the letter of Allotment/bid sheet will be issued immediately and o­nline signing of contract shall be completed within 72 hrs of auction. Contract can be commenced within few days from the notification of the auction.

Shri Arun Kumar Jain, General Manager (In-charge), SCR has appealed to all potential and eligible stakeholders to utilize this opportunity and register under IREPS website so that they can get benefit of awarding the commercial contract at the apt and suitable time by participating in e - auction.

Southern Railway awards 64 commercial contracts through e-auction earning a revenue of Rs.34.60 crores, since its launch in June 2022

Bolstering its efforts towards achieving ease of doing business, Indian Railways launched e-auction for Commercial earnings and Non-Fare Revenue (NFR) contracts o­n 25th June 2022.  The e-auctions are now conducted o­nline through the ‘E-Auction Leasing’ module of Indian Railway e-Procurement System (IREPS) : .

e-auction in Southern Railway

Southern Railway, across its six divisions,  had awarded a total 64 contracts under e-auction with a value of Rs.34.60 Crores.  This includes 18 Parking contracts, 21 advertisement contracts, 19 contracts for leasing of parcel space in SLR, 3 contracts for operation of AC Paid Waiting Halls and 3 contracts for running Pay & Use toilets at railway stations.

A total of 3108 assets were identified and created by the six divisions of Southern Railway for e-auction for Commercial earnings and Non-fare revenue (NFR).  This includes assets such as SLR leasing for parcels (575), Parking (480), Advertising (1280), Pay & Use Toilets (367) and ATM (404).

Salem Division has awarded a total of 28 contracts for a total value of Rs.21 Crores.  This includes 11 Parking contracts for Rs.15.83 Crores, 14 Advertisement Contracts for Rs.3.86 Crores and 3 contracts for operation of AC Paid waiting halls at railway stations at a cost of Rs.1.31 Crores.

Chennai Division has awarded a total of 8 contracts for a total value of Rs.6.61 Crores.  This includes 2 Parking contracts for Rs.2.26 Crores, 3 Advertisement Contracts for Rs.2.67 Crores and 3 leasing contracts for Rs.1.68 Crores.

Madurai Division has awarded a total of 14 contracts for a total value of Rs.2.68 Crores towards leasing for parcels.

Tiruchchirappalli Division has awarded a total of 7 contracts for a total value of Rs.1.72 Crores.  This includes 4 Parking contracts for Rs.1.68 Crores and 3 contracts for Pay & Use toilets at railway stations valued at Rs.3.5 lakhs.

Thiruvananthapuram Division has awarded a total of 6 contracts  for a total value of Rs.1.38 Crores.  This includes 4 Advertisement Contracts for Rs.58 lakhs and 2 leasing contracts for Rs.80 lakhs.

Palakkad Division has awarded o­ne Parking contract for a value of Rs.1.19 Crore. 

Advantages of e-auction

 The system obviates the need for physical registrations, with the entire process streamlined o­nline. Bidders/contractors located anywhere in the country can participate in auctions in any field unit of Indian Railways.  Self-registrations have to be done o­nline o­nly o­nce and Earnest Money Deposit (EMD) can be deposited electronically.  Successful bidder would be able to receive acceptance o­nline and through e-mail in a very short span of time.  The process is simple and standardized pan-India.  The system fetches the true commercial potential of assets due to higher competition amongst bidders.  Moreover, the entire process is faster and increases the revenue of Railways.
