North Central Railway Gears up for safe and detention free train operation during winters- GM/NCR Sri Rajiv Chaudhry conducts Video Conferencewith Divisions

A video conference of North Central Railway Headquarters held with Agra, Allahabad and Jhansi divisions. In the beginning of the video conference, General Manager North Central Railway Shri Rajiv Chaudhry along with principal head of departments reviewed the safety position on Agra, Allahabad and Jhansi divisions. Shri Chaudhry emphasized that detailed investigation in all cases of failure and detention are must for system improvement and instructed divisions to ensure it religiously. He sensitized all three Divisions that winters has already set in and stipulated patrolling of railway tracks must be ensured. He also stressed that proper visibility of signals, compliance of stipulated winter precautions for locomotives, coaches &wagons, availability of retroreflective boards etc. must be ensured for safe and detention free travel this winter. Safety record of Indian Railway has been quite good this year and no human life is lost in any train accident in first 07 months of financial year 2019-20. North Central Railway runs about 100 trains on 130 Kmph or more and it has been doing pioneering work in field of way side rolling stock monitoring system by installing first Hot Box Detector and Hanging part detection system at Chunar station of Allahabad division. Wheel impact detectors are also installed in Allahabad and Agra divisions and CCTV provision for rolling in examination has been done at many stations. Advanced system of online Rolling Stock monitoring is also being installed in Allahabad division. Moving ahead in this direction NCR has now decided to conduct a trial to provide CCTV at Bamrauli station at both UP and Down lines with display to Porter or Assistant Station Master to ensure that mandatory monitoring of passing train at enroute station is augmented for enhanced safety in train operation.Besides this “Transfer of Key” is also being provided for all manned level crossing gates on NCR to give positive confirmation to Assistant Station Master on level crossing gate closing before signal is lowered for any train to avoid any possibility of miscommunication regarding gate closure. General Manager also directed that a drive must be done to assess proper functioning of all equipment on Level Crossing andavailability of basic amenities for gate man. Indian Railways has already removed all unmanned level crossing from its broad gauge(BG) network last year and it is now replacing manned gates with Road over bridges or Limited height subways to further improve safety as well as to reduce detention of trains due to cases of late gate closures etc. This year NCR has targeted replacement of 114 manned level crossing with ROBs/RUBs, of which 65 are already done upto Oct-19 and balance 49 are planned for execution in current financial year.

In the meeting it was also discussed that with substantial conversion of coaching trains on LHB stock it is important that more and more Assistant Loco Pilots and Shunting staff needs to be trained on handling of LHB coaches.

After Chairman Railway Board visit to NCR on 02.11.19, process for introduction of New Shatabdi between Allahabad and Lucknow has been expedited and tentative timings of run etc.are being worked out by North Central Railway in consultation with Northern Railway. on infrastructural front, it was decided to start preparatory work in connection with Electronic Interlockingof Govindpuri station. North Central Railway has recently completed major Electronic Interlocking work at Tundla Jn.thusremoving mechanical signaling system from its trunk route. Other important infrastructure works of Jhansi-Kanpur doubling, construction of new washable apron at Allahabad Platform-3 , Renewal of washing lines at Allahabad etc were also discussed .

Punctuality position prevailing on all the divisions of North Central Railway was also reviewed during the meeting. General Manager Shri Rajiv Chaudhry advised divisions to monitor regular bad runners and pull up their punctuality performance. This year punctuality performance of North Central Railway has improved substantially which is higher by 11 percent in first 07 months of financial year 2019-20 when compared to same period of last year.
