South Eastern Railway has taken all out measures to combat severe cyclonic storm “BULBUL” which may hit the coastal area of Bay of Bengal. As a result, SER has taken elaborate precautionary measures, which include functioning of Emergency Control at SER headquarters and divisions round the clock till the crisis is over. All departments involved in trains operations have been kept in high alert including Disaster Management Team to overcome any forthcoming eventuality which impairs train movement. All stations in Kharagpur –Bhadrak section under Kharagpur Division as well as other stations within the radius of “BULBUL” have been alerted. Electrical Break Down cars with equipments of tree cutting, manned by team of experts including engineering staff have been kept in readiness. Patrol Men (Watchmen) are deputed at bridges o­n rivers prone to flooding and land slide areas. Medical team at strategic locations are also keep in high alert. Minute to minute monitoring is going o­n all over the railway system. Officers at Apex level are reviewing the situation in Head Quarters & Divisions and keeping in touch with IMD (Indian Meteorological Department) in hourly basis. If situation moves grim and severe, train services may be regulated considering the safety of the passengers.

On 02.11.2019 Chairman Railway Board conducted a review meeting of North Central Railway at its headquarters office. At the outset in the review meeting GM Sri Rajiv Chaudhrywelcomed Sri Vinod Yadav Chairman railway Board , Sri Rajesh Tiwari Member Traction Railway Board and General Manager Railway Electrification in the review meeting. All principal head of departments of NCR , DRM Allahabad Sri Amitabha and other senior officials from NCR were present in the review meeting . In the beginning a presentation covering performance of NCR , earning and expenditure , development of infrastructure , innovation and assistance needed from Railway Board was made. CRB congratulated NCR for achieving all time high punctuality in 19-20 which is more than 11 percent higher in April-Sept-2019 as compared to same period of last year . In the presentation GM NCR covered many innovations done by North Central Railway like Hot Box detector & Hanging part detectionsystems which are automatic way side rolling stock monitoring equipment.CRB said that such systems are need of the day as with elimination of gates and end cabins etc. available eyes for watching safe passing of trains are coming down and such automation is way ahead. Presentation also covered many initiatives taken to improve condition of running rooms , grievance redressal of employees etc. CRB during the presentation emphasized that work of 160 kmph upgradation of New Delhi- Howrah route which is already cleared by Cabinet chaired by Hon’ble Prime Minister is required to be executed now. He further added that Boundary wall work which is covered under this sanctioned work is required to be taken o­n top priority which will bring down cattle run over cases substantially which is major cause of punctuality loss o­n North Central Railway. Boundary wall will also help in reducing loss of cattle due to run over thus a win-win situation . Use of solar energy was also covered in the presentation, NCR is leader in solar energy usage with installed capacity of 9.8 Megawatt over its territory and work of another 2.8 Megawatt under execution reaffirming itscommitment to remain eco friendly . CRB complimented NCR for recently completed major work of Yard remodeling and Electronic Interlocking atTundla sanctioned way back in 1998-99. Renovation of coaching rakes under Project Utkristh and completion of Bio toilet fitment in all passenger coaches of NCR were also covered in the power point presentation. CRB directed officers to travel o­nboard more frequently to get first hand feedback from passengers. GM apprised CRB o­n mechanized cleaning efforts o­n this railway in trains and o­n stations. Total 21 station are covered under Mechanized cleaning and 200 trains are cleaned enrouteunderClean Train Station (CTS), while 22 trains of NCR are covered under OBHS for o­nboard cleaning needs . IT initiatives like e-office , Human recourse management system , variousweb applications launched o­n NCR were also reviewed which areIndian Railway concrete steps towards speedy and transparent delivery .After the presentation an animation based video spot titled “GappuBhaiya” was also launched by CRBSri V K Yadav , Member Traction Railway Board Sri Rajesh Tiwari , GM NCR Sri Rajiv Chaudhryalong with GM CORE and other PHODs of NCR . This animation based awareness video covering current safety issues of Railway is developed with an aim to educate people o­n precautions to be taken during rail travel as well as at Railway stations etc . Animation based video is made specially targeting school students to have maximum impact and outreach. Followed by video launch Chairman Railway Board Sri Vinod Kumar Yadav addressed the gathering. Some important highlights of his address were:

1.Safety is most important performance parameterand Indian Railway has performed well o­n safety front with zero fatalityduring accidents in first 07 months of FY-19-20 .

2.Indian railway is working towards an era where it can run trains o­n demand in next 05-07 years while ensuring confirmed berth for everyone.

3.No privatization of Railway is being done. With major thrust o­n infrastructure creation in last 05 years and DFC completion in the year 2020-21, there will be ample capacity to run extra passenger trains . To run these additional trains more efficiently and with improved amenities private players shall be required to work together with Railways . He further assured that all stake holders shall be taken in confidence o­n these issues.

4.Cleanliness o­n station and in trains have improved remarkably and 98% of passenger coaches are now fitted with bio toilet ensuring clean tracks and less corrosion to rail fittings.

5.Station name change of Allahabad Jn. to Prayagraj is in active consideration of Home Ministry and expected to be done soon.

6.New Shatabdi/ Intercity train between Allahabad -Lucknow shall be examined and implemented early.

7.Complete electrification ofIndian Railway Network in next 03 years .

8.03 New DFC routes tentatively between Kharagpur -Vijayavada , East-West and North South of approximately5800 Kms through PPP or institutional funding routes .

9.All trains will use Fog-safe (device to tell location of signal to crew based o­n GPS) to minimize detention of trains during fog.

10.Digital initiatives like WiFi o­n all stations, CCTV in all coaches, Content o­n Demand (Localized WiFi hot spot for streaming pre-loaded media content o­n board ) etc. are being taken in big way .

Sri Vinod Kumar Yadav Chairman Railway Board also attended 16th annual convocation program at MNNIT before review meeting at North Central Railway headquarters office. Sri Yadav an electrical engineering graduate of 1980 batch from this premier institute and officer of Indian Railway Services of electrical engineers of 1980 batch attended 16th annual convocation in his almamateras Chief guest.
