PR No. 119 - For the first time, SCR Awards Commercial Contracts through e-Auction




- Secunderabad Division is the 1st division over the Zone to introduce the concept.

- Secunderabad Division is o­ne of the 11 Divisions chosen for implementation of the Policy over Indian Railways.

- Two contracts have been awarded o­n the same day by the division.

Ministry of Railways has decided to introduce e-auction facility for awarding revenue earning contracts in commercial wing in place of e- tendering. This concept enables to reduce the time taken for finalization of commercial contracts such as Leasing of SLRs, Advertising, Parking etc. In the initial phase, 11 Divisions have been chosen for implementation of the policy and Secunderabad Division is o­ne among them. Accordingly, for the first time in SCR, two contracts have been successfully awarded by Secunderabad Division by implementing this concept.

The e-auction has been conducted for leasing the Parcel space in Rear SLR of Train no. 12710 - Simhapuri Superfast Express running daily from Secunderabad to Gudur. It has been awarded to the successful bidder for the contract value of Rs 36.7 lakhs for the period of two years. In addition, an advertising contract has been awarded to another bidder after conducting e-auction for advertising at Level Crossing Gate at Kazipet for the amount of Rs 75,000 for 3 years.

The concept of e-auction introduced in place of e-tendering is beneficial for both Railways as well as Bidders since it saves lot of time in finalizing the contracts with minimum eligibility conditions. It also helps in removing entry barriers. A o­netime registration charge of Rs 10,000 enables the party to bid for any revenue contract across Indian Railways in any division/unit. Moreover, the letter of Allotment/bid sheet will be issued immediately and o­nline signing of contract shall be completed within 72 hrs of auction. Contract can be commenced within few days from the notification of the auction.

Shri Arun Kumar Jain, General Manager (In-charge), SCR appreciated the Secunderabad Division and their Commercial team for speedy implementation of the novel policy initiative. He opined that this concept drastically eases the finalization of revenue earning commercial contracts and saves precious time for both railways and the participants. He has also stated that the commercial entities can utilize this opportunity for expansion of their business as the entire process is quick, transparent and mutually beneficial for both Railways as well as participating bidders.
