- Highest ever allocation to SCR in budget 2022-23, nearly 30% increase

- Allocation of Rs. 3,048 crore to Telangana State, which is 26% more than last year

- Allocation of Rs. 7,032 crore to Andhra Pradesh State, which is 21% more than last year

The General Budget 2022-23, which includes the Railways, was presented o­n the floor of the Parliament o­n 01st February, 2022. The Pink book, a compendium containing all the details about the infrastructure works, demands for grants and comprehensive details of budgetary allocations for carrying out various works in Railways, has been tabled in the Parliament yesterday. Shri Sanjeev Kishore, General Manager, South Central Railway held a Press Meet through virtual mode today i.e., 03rd February, 2022 to highlight the Budgetary allocations 2022-23 for South Central Railway, the details of which are as below:-

Highlights of Railway Budget pertaining to South Central Railway

SCR has been sanctioned a staggering amount of Rs. 9,125 Crores for the year 2022-23 (for New Lines, Double Lines, Third Lines and Electrification works) compared to Rs. 7,049 Crore for the year 2021-22, nearly 30% increase over last year:

· For Doubling, Third Line and Bypass line works, the total budgetary grant (including all sources) is Rs 5,517 Crore., when compared to Rs 4,238 Crore in the last year.

· For New lines, the total budgetary grant including Capital, Deposit, Extra Budgetary Resources etc is Rs 2,817 Crore, when compared to Rs 2,195 Crore in the last year.

· For electrification works, the total budgetary grant is Rs. 791 Crore, when compared to Rs 617 Crore in the last year.

The budget allocations for some of the important Safety related works during 2022-23 include –

Ø Rs 758 Crores for Road Safety Works (Level Crossings, Bridges and ROB/RUB), as compared to allocation of Rs 672 crores during the previous year.

Ø Rs 1,040 Crores for Track Renewal works, as compared to allocation of Rs 862 crores during the previous year.

Ø An amount of Rs. 54 Crores has been allocated for implementation of Kavach i.e., the indigenously developed Train Collision Avoidance System (TCAS).

The Budgetary Allocations for some of the important o­ngoing New Line Projects over SCR & their current status are as follows:

Ø Rs. 1,501 Crore allotted for Nadikudi–Srikalahasti new line project. The project was sanctioned in the year 2011-12 for a distance of 309 Kms with a sanctioned cost of Rs.2,289 Crore. 50% of the project cost is to be borne by the Govt. of AP, while giving land free of cost. The section between New Piduguralla to Savalyapuram for a distance of 46 kms is completed. Works are progressing well in remaining sections.

Ø Rs. 358 Crore allotted for Kotipalli–Narsapur new line project. The project was sanctioned in the year 2000-01 for a distance of 57 Kms with a sanctioned cost of Rs. 2,120 Crore. 25% of the project cost would be shared by the Govt of AP. The new line works in this section involves construction of important major bridges o­n Gowthami, Vynatheya and Vashista rivers, which are progressing at a brisk pace.

Ø Rs. 289 Crore allotted for Munirabad–Mahbubnagar new line project. The project was sanctioned in the year 1997-98 for a distance of 244 kms with a sanctioned cost of Rs. 1,723 Crore. Out of 244 Kms, 66 kms falls under the jurisdiction of SCR (Telangana State) and the sanctioned cost for that portion is Rs 452 Crore. The remaining portion of 178 Kms belongs to SWR (Karnataka State). The section between Devarakadra – Makthal for a distance of 40 Kms has been completed and commissioned. The works between Krishna – Makthal, the portion of SCR for a distance of 26 Km are in fast progress.

Ø Rs. 289 Crore allotted for Kadapa – Bengaluru new line project (Andhra Pradesh and Karnataka). The project was sanctioned in the year 2008-09 for a distance of 255 kms with a sanctioned cost of Rs. 2,706 Crore. Length in SCR under Andhra Pradesh Jurisdiction is 205 kms with proportionate sanctioned cost of Rs 2,175 Crore and the balance in SWR under Karnataka is 50 kms. 50% of the project cost is to be contributed by the Govt. of AP for the SCR portion. The project is taken up in 4 phases in SCR jurisdiction and 1 phase in SWR jurisdiction. The first stretch from Kadapa–Pendlimarri for a distance of 21 Km is already completed and commissioned.

Ø Rs. 163 Crore allotted for Bhadrachalam – Sattupalli new line project. The project was sanctioned in the year 2010-11 for a distance of 54 Kms with a sanctioned cost of Rs 928 Crore. The project has been taken up jointly by Railways and Singareni Collieries. As per the agreement, land will be provided by Railways and expenditure towards construction will be shared by both Singareni Collieries and Railways. The section between Bhadrachalam – Chandurugonda for a distance of 25.10 Kms has been completed. Works are in fast progress in the remaining sections and nearing completion.

Ø Rs. 160 Crore allotted for Manoharabad–Kothapalli new line project. The project was sanctioned in the year 2006-07 for a distance of 151 Kms with a sanctioned cost of Rs. 1,160 Crore. This is a cost sharing project with Govt. of Telangana. Accordingly, 1/3rd cost will be shared by Govt of Telangana and land will be given by them at free of cost. The first phase of the project from Manoharabad – Gajwel for a distance of 32 kms is completed. Balance works are in fast progress.

Ø Rs. 41 Crore allotted for Akkannapet – Medak new line project. The project was sanctioned in the year 2012-13 for a distance of 17 Kms at a sanctioned cost of Rs. 118 Crores. 50% of the project cost would be shared by the Govt of Telangana with land being given free of cost. The works are nearing completion.

The allocations for some of the important Doubling / Third Line as well By-Pass line projects and their status is as follows:

Ø Rs. 1,681 Crore allotted for Vijayawada – Gudivada / Machilipatnam-Bhimavaram / Narsapur–Nidadavolu doubling and electrification. The doubling project was sanctioned in the year 2011-12 for a distance of 221 kms with a sanctioned cost of Rs. 1,504 Crore. It is a cost sharing project and 50% of the project cost will be shared by Govt. of Andhra Pradesh. The doubling and electrification works between Vijayawada – Gudivada -Bhimavaram Town for a distance of 109 Kms & 35 Kms between Gudivada - Machilipatnam (totaling to 144 Kms) have been completed and commissioned. The works in the remaining sections are in fast progress and nearing completion.

Ø Rs. 1,000 Crore allotted for Vijayawada – Gudur 3rd line project. The 3rd Line project was sanctioned in the year 2015-16 for a distance of 288 kms with a sanctioned cost of Rs. 3549 Crore. Execution of works has been commenced in three phases between Gudur- Bitragunta, Karavadi - Bitragunta and Krishna Canal - Karavadi simultaneously. The section between Kavali – Ulavapadu for a distance of 30 Kms and section between Talamanchi – Srivenkateswarapalem for a distance of 25 Kms (totaling to 55 Kms) has been completed. Balance works are in fast progress.

Ø Rs. 803 Crore allotted for Guntur – Guntakal doubling project. The doubling project was sanctioned in the year 2016-17 for a distance of 401 kms with a sanctioned cost of Rs. 3,631 Crore. Out of this, 92 kms of doubling and electrification works between Nallapadu – Satalur, Edduladoddi– Dhone and Kurichedu – Gajjelakonda have been completed, while the works in the remaining stretches are also progressing well.

Ø Rs. 592.5 Crore allotted for Kazipet – Vijayawada 3rd line project. The 3rd Line project was sanctioned in the year 2012-13 for a distance of 220 kms with a sanctioned cost of Rs. 1,953 Crore. The section between Vijayawada - Kondapalli for a distance of 17.5 Kms is nearing completion. The works in Kondapalli- Errupalem section & yard remodelling works at Kazipet are in fast progress. The works in the remaining sections are also progressing well.

Ø Rs. 550.43 Crore allotted for Kazipet – Balharshah 3rd line project. The 3rd Line project sanctioned in the year 2015-16 for a distance of 201 kms with a sanctioned cost of Rs. 2,063 Crore. Out of this, 50 kms of tripling and electrification works Raghavapuram – Potkapalli and Wirur – Manikgarh have been completed. The works in the remaining sections are progressing in fast pace.

Ø Rs. 150 Crore allotted for Secunderabad – Mahbubnagar doubling & electrification project. The doubling project was sanctioned in the year 2015-16 for a distance of 85 kms with a sanctioned cost of Rs. 774 Crore. Out of this, 60 kms of doubling along with electrification works have been completed between Umadanagar – Gollapalli, while the works between Gollapalli – Mahabubnagar for a distance of 25 Kms are nearing completion.

Ø Rs. 100 Crore allotted for Gooty – Dharmavaram doubling project. The doubling project was sanctioned in the year 2015-16 for a distance of 91 kms with a sanctioned cost of Rs. 714 Crore. Out of this, 57 kms doubling works between Gooty – Taticherla & Zangalapalle – Chigicherla have been completed and commissioned. The works in remaining sections for a distance of 34 Kms are in fast progress and nearing completion.

Ø Rs. 5 Crore allotted for Akola-Dhone Doubling project. The project was sanctioned in 2019-20 for a distance of 612 Kms with a sanctioned cost of Rs. 6,260 Crore. The execution of doubling works excludes the previously sanctioned sections between Parbhani - Mudkhed & Manoharabad - Mahbubnagar. Detailed estimate of the project submitted to Railway Board.

Ø Rs. 407.47 Crore allotted for construction of By-Pass lines at Vijayawada (19.5 Kms), Kazipet (10.65 Kms), Renigunta (9.6 Kms), Wadi (7.6 Kms) and Gooty (3.8 Kms) covering Andhra Pradesh, Telangana and Karnataka States. Works at Bypass lines are in fast progress.

· In addition to the above, Rs. 888 Crs have been sanctioned for the Gauge Conversion project between Akola – Khandwa – Mhow – Ratlam for a distance of 473 kms covering SCR, Central and Western Railways. o­n SCR, the section between Akola – Akot for a distance of 43 kms (out of 174 kms) has been converted to broad gauge.

Under Mission Electrification, in the current financial year 222.63 Route Km of electrification has been completed. The allocation for the current year is Rs 791 Crore, which is 28 % more than the allocation for 2021-22, which is Rs 617 Crore. The section-wise allocation details are as follows: -

Ø Rs. 229 Crore allotted for Electrification of Manmad – Mudkhed – Dhone section for a distance of 783 Kms sanctioned in the year 2015-16 at a sanctioned cost of Rs. 865 Crs. Revised estimate prepared excluding Umdanagar - Mahbubnagar section and sanctioned for Rs. 902 Cr.

Ø Rs. 131 Crore allotted for Electrification of Dharmavaram-Pakala section for distance of 228 Kms sanctioned in the year 2017-18 at a sanctioned cost of Rs. 253 Cr. Electrification of the section between Dharmavaram – Kadiri for a distance of 67 Kms has already been completed.

Ø Rs. 129 Crore allotted for Electrification of Pimpalkhuti - Mudhked and Parbhani- Parli Vaijnath section for a distance of 246 Kms sanctioned in the year 2017-18 at an sanctioned cost of Rs 325 Cr. Electrification of the section between Pimpalkhuti – Kosai for a distance of 44 Kms has already been completed.

Ø Rs. 109 Crore allotted for Electrification of Parli Vaijnath - Vikarabad section for a distance of 269 Kms was sanctioned in the year 2017-18 at a cost of Rs 312 Cr. Electrification of the section between Vikarabad – Khanapur for a distance of 105 Kms has been completed.

Ø Rs. 103 Crore allotted for Electrification of Purna- Akola section for a distance of 209 Kms was sanctioned in the year 2017-18 at a cost of Rs 277 Cr. Electrification of the section between Akola – Lohagad for a distance of 35 Kms has already been completed.

Ø Rs. 51 Crore allotted for Electrification of Nandyal –Yerraguntla section for distance of 123 Kms was sanctioned in the year 2017-18 at a cost of Rs. 135 Cr.

Ø Rs. 39 Crore allotted for Electrification of Lingampet Jagityal - Nizamabad for a distance of 95 Kms was sanctioned in the year 2017-18 at a cost of Rs 97 Cr. Electrification of the section between Lingampet Jagityal – Mortad for a distance of 51 Kms has already been completed.

Details of allocations for other important Projects across the Zone are -

Ø An amount of Rs. 325 Crs has been sanctioned for Station Development Works over South Central Railway.

Ø An amount of Rs. 45 Crore has been allotted for POH workshop at Kazipet.

Ø Rs. 70 Crore allotted for development of Satellite terminal at Cherlapalli Station.

Ø Rs. 58 Crore allotted for Midlife Rehabilitation factory at Kurnool.

Ø Rs. 3 Crore allotted for Development of South Side Entry at Tirupati Railway Station.

Ø Rs. 6.5 Crore allotted for development of Tiruchanur Railway station.

Ø Rs. 7 Crores allotted for Construction of new crossing station between Umdanagar – Timmapur stations.

Despite tough times, substantial budget allocations have been made for the execution of the o­ngoing projects o­n South Central Railways. In terms of State-wise allocation:

Ø Total Budget allocation for Infrastructure projects & safety works, falling fully / partly in State of Telangana in 2022-23 is Rs 3,048 Crores as against Rs 2,420 crore in 2021-22 which is 26% more. There has been a consistent increase in the funds allocation to the Telangana in successive Budgets in recent times. The current year’s allocation is almost three times of the average allocation done during 2014-20.

Ø Total Budget allocation for Infrastructure projects & safety works, falling fully / partly in State of Andhra Pradesh, in 2022-23 is Rs 7,032 Crores as against Rs 5,812 crore in 2021-22, which is 21 % more. The Budget allocations to Andhra Pradesh have also been witnessing sustained increase with current year’s allocation being almost 2.5 times the average allocation done during 2014-20.

South Central Railway conducted a meeting with Hon’ble Members of Parliament, covering the jurisdiction of Nanded Division. Shri Raosaheb Dadarao Danve, Hon’ble Minister of State of Railways, Coal & Mines; Dr. Bhagwat Karad, Hon’ble Minister of State of Finance; Shri Syed Imtiaz Jaleel, Hon’ble MP, Aurangabad; Shri Sanjay Jadhav, Hon’ble MP, Parbhani; Dr. Fauzia Tahseen Khan, Hon’ble MP (Rajya Sabha) participated in the meeting held today i.e., 20th October, 2021 at the District Collector’s office, Aurangabad.

Shri Gajanan Mallya, General Manager, South Central Railway, Upinder Singh, Divisional Railway Manager, Nanded Division and Principal Heads of Departments of SCR attended the meeting. Shri Gajanan Mallya GM/SCR welcomed the dignitaries and briefed them o­n the performance of South Central Railway and various steps initiated for improving the passenger amenities o­n the Zone. The General Manager also updated the Hon’ble Members about the works done by the Zone in the recent past including infrastructural works done, various train services initiated for keeping essential goods supply intact and initiatives taken for passenger amenities among others.

The Hon’ble Members of Parliament complimented the initiative of SCR in convening the meeting. During the course of the meeting, the Hon’ble Members of Parliament raised several issues related to Railway developmental works / services in their respective constituencies. The demands raised by the Hon’ble Members included construction of new railway lines and their progress, Station development works, Doubling and Electrification works, introduction of new trains, extension of existing train services, additional stoppages to existing trains, construction of Road Over Bridges/Road Under Bridges and providing improved passenger amenities etc.

Later addressing the media, Shri Raosaheb Dadarao Danve, Hon’ble Minister of State of Railways, Coal & Mines stated that Rail Infrastructure works worth of Rs. 4,264 Cr has been sanctioned for Maharashtra state o­n SCR jurisdiction. These works includes 263 Km of Double Line, 42 Km of Third line & 930 Kms of Electrification. Doubling of railway line between Mudkhed – Parbhani for a length of 81 Km has been completed. The Gauge conversion works between Akola – Akot for distance of 43 Km is also completed. Electrification works between Akola – Lohagad for a distance of 34 RKM have been completed. He also stated that there is huge demand for connectivity between Nashik and Pune and the project is being given high priority.

Indian Railways is according top priority to the safety related infra works which include construction of Road under Bridges (RuBs) and Road over Bridges (RoBs). He stated that o­ne RuB at Shivaji Nagar in Aurangabad city will constructed o­n cost sharing basis. New rail line works between Beed - Parli for a distance of 30 kms has been completed and another stretch of 30 kms is expected to be completed during the current financial year.

Shri Gajanan Mallya, General Manager stated that the deliberations in this meeting would immensely help the Railways in finalizing the Railway developmental plans for the people of this region. The suggestions and views expressed by the Hon’ble Members would be given due considerations while formulating the proposals, he added.
